  1. Background

Local Youth Corner Cameroon (LOYOC) is a youth-led civil society organization committed to empowering young people, strengthening their participation in development processes, promoting peace and social cohesion, and supporting community-driven solutions to contemporary development challenges.

Through its programmes and partnerships, LOYOC works with young people, communities, government institutions, civil society actors, development partners and other stakeholders to advance meaningful youth participation and sustainable community development.

Local Youth Corner Cameroon is implementing a 12-month, youth-centred and evidence-driven prevention initiative aimed at reducing vulnerability to irregular migration and human trafficking among young Cameroonians.

The project responds to increasing migration aspirations among young people, particularly unemployed youth, prospective student visa applicants, job seekers, vulnerable women and girls, and communities exposed to trafficking and migrant smuggling networks.

The project will use an integrated communication approach involving radio, television, social media, WhatsApp, podcasts, short videos, community storytelling, school outreach, community caravans, influencers, bloggers, musicians, comedians, content creators, slam artists, returned migrants, community leaders, and other trusted voices.

The project is therefore seeking a qualified and experienced Communication Consultant to provide strategic and technical support for the design, implementation, coordination, and documentation of the project’s communication and visibility activities

2. Scope of Work and Key Responsibilities

The Communication Consultant will work closely with the Project Manager and implementation team and will be responsible for the following:

A. Communication Strategy and Planning

  • Develop a project Communication and Visibility Strategy aligned with the project’s objectives, target groups, activities, and expected results.
  • Develop a detailed communication work plan and content calendar covering the 12-month project period.
  • Define key audiences, communication objectives, messages, communication channels, formats, and approaches.
  • Develop audience-specific messaging for youth, students, parents, community leaders, women and girls, job seekers, prospective migrants, and other vulnerable groups.
  • Ensure communication activities are consistent with the project’s “Prevention Through Empowerment” approach.
  • Advise the project team on emerging communication trends, migration-related narratives, and opportunities for greater audience engagement.

B. Behavioural Change Communication

  • Support the development of communication messages designed to influence knowledge, attitudes, perceptions, and behaviours related to irregular migration and human trafficking.
  • Develop positive and empowering narratives that encourage informed decision-making rather than relying solely on fear-based communication.
  • Develop myth-busting and fact-checking content addressing common misconceptions about migration to Europe.
  • Develop counter-narratives responding to misleading or harmful migration-related content circulating online.
  • Ensure that messages are accurate, ethical, culturally sensitive, gender-responsive, youth-friendly, and evidence-based.

C. Multimedia Content Development

The consultant will support the development and production of multimedia communication materials, including:

  • Radio jingles;
  • Radio discussion and interview content;
  • Social media posts;
  • Short videos and reels;
  • Digital storytelling content;
  • Podcasts;
  • Infographics;
  • Posters and flyers;

D. Digital Communication and Social Media

The consultant will support the establishment and management of the project’s digital communication ecosystem, including the project’s Facebook page and online resource hub.

Responsibilities will include:

  • Developing and implementing a social media strategy;
  • Creating engaging and youth-friendly content;
  • Managing or supporting social media publishing;
  • Developing campaigns for Facebook, TikTok, Instagram, WhatsApp, and other relevant platforms;

E. Influencer and Creative Engagement

The consultant will support the strategic engagement of: Youth influencers, Bloggers, Digital content creators, Journalists, returned migrants and storytellers, Community personalities and opinion leaders.

The consultant will help develop creative briefs, key messages, campaign concepts, scripts, and content guidelines to ensure that influencer-generated content remains accurate, responsible, consistent with project objectives, and appropriate for the target audience.

3. Required Qualifications and Experience

Applicant should demonstrate:

  • A university degree in Communication, Journalism, Public Relations, Marketing, Media Studies, Development Communication, Social Sciences, or a related field.
  • Relevant professional experience in communications, media, digital engagement, advocacy or development communication.
  • Proven experience in digital communication and social media campaign management.
  • Experience producing or coordinating multimedia content, including video, audio, radio, photography, graphics, and digital content.
  • Experience working on migration, human trafficking, youth empowerment, protection, development, governance, human rights, or related issues is highly desirable.
  • Experience working with influencers, content creators, journalists, artists, or other creative actors is an advantage.
  • Excellent writing, editing, storytelling, and communication skills in English and/or French.
  • Ability to develop communication products in accessible and youth-friendly language.
  • Strong interpersonal, coordination, and networking skills.
  • Ability to work independently and meet deadlines.
  • Strong understanding of ethical communication, safeguarding, confidentiality, informed consent, and responsible storytelling, particularly when working with survivors and vulnerable populations.

4. Desirable Skills

Additional consideration will be given to candidates with:

  • Experience in countering misinformation and developing digital counter-narratives;
  • Knowledge of migration information and human trafficking prevention;
  • Experience using social media analytics and social listening tools;
  • Experience working with youth networks and community-based organisations;

Basic graphic design, photography, video editing, or multimedia production skills;

9. Ethical and Safeguarding Considerations

Given the sensitive nature of migration and human trafficking, the consultant must adhere to high standards of ethical communication and safeguarding.

In particular, the consultant shall:

  • Protect the dignity, privacy, and safety of survivors, returnees, children, and other vulnerable persons;
  • Obtain appropriate informed consent before recording or publishing testimonies, photographs, videos, or personal stories;
  • Avoid stigmatising migrants, returnees, trafficking survivors, or vulnerable communities;
  • Upholding core principles of PSEA
  • Avoid sensationalised or fear-based representations;
  • Ensure that information presented to audiences is accurate and verifiable;
  • Avoid publishing information that could expose individuals to retaliation, exploitation, or further harm;
  • Respect confidentiality and applicable data protection requirements;
  • Apply a gender-sensitive and youth-sensitive communication approach.
